Ashley & Cooper Sewer Interceptor Rehabilitation Program

North Charleston Sewer District’s Ashley and Cooper Interceptor Rehabilitation Program included the installation of CIPP in over 50,000 LF of sewers ranging in size from 18- to 60-inch diameter over the past ten years.

Over the course of this program, Ardurra (WK Dickson) provided planning, design, permitting, SRF funding administration, bidding and award assistance, construction administration, and resident project representation. Design considerations included maintaining public access, proximity to abandoned and active rail lines, loading due to roadways, capacity for bypass flows, and fully deteriorated liner design. Permits included SCDOT permits for encroachments; federal DOT approval for access and encroachments in the Interstate 26 right-of-way; SC DHEC-OCRM/MS4 for sediment and erosion control; and SC DHEC-OCRM and the U.S. Army Corps of Engineers (USACE) for permitting the areas within jurisdictional waters of South Carolina and the United States.

Projects were split into multiple phases:

The Combined Interceptor Phase 6 project rehabilitated 10,360 LF of sewer, 28 manholes, a junction box upstream of the pump station, the splitter box at the pump station, and the replacement of the splitter box sluice gate. The bypass setup included five railroad crossings, including two in casings installed by bore and jack, and another crossing of a four-lane highway.

Ashley Interceptor Phase 7 included 10,600 LF of 54-inch RCP sanitary sewer and 26 manholes. Approximately 3,850 LF of the sewers rehabilitated were located beneath marshes associated with the Ashley River.

Ashley Interceptor Phase 8 included CIPP rehabilitation of 4,641 LF of 42-inch gravity sewer. Fourteen manholes, the force main receiving junction box, and the influent splitter box at the Brickyard Pump Station were rehabilitated with reconstructive concrete and epoxy lining.

Cooper Basin Interceptor Division II included the installation of 5,200 LF of 54-inch CIPP within a 47-year-old RCP interceptor sewer.
