The City of Houston Mobility Plan, Phase I was commissioned by the City of Houston Public Works Department to examine and evaluate future mobility within the City of Houston and its ETJ. We were a team member for this study and our scope of work included data collection from various sources in Houston to develop a travel demand model that will be used to predict mobility challenges as the city grows as well as data collection from comparable cities to determine best practices for project evaluation. Additional scope of services included developing measures of effectiveness for the City of Houston to be used to evaluate proposed projects and criteria to determine priority corridors/areas. A comprehensive list of mobility tools were developed to be used by the City of Houston to mitigate the congestion problems predicted for the future. The City Mobility Plan, Phase II has evolved out of this effort and began in 2011.
