The City of Pearland was in the process of addressing Inflow and Infiltration in aging sanitary sewer trunk lines and collection mains as many areas need repair and/or replacement. The need was greater than the available funding, resulting in the development of a staged, systematic approach to address critical areas and maximize initial repair investments. Ardurra developed an on-call procurement type contract that allowed the City to immediately respond to areas of the greatest need. A uniform set of standard specifications and bidding documents were produced such that the City could assess and correct the worst sections of sanitary sewer for the available fiscal year’s budget. Upon allocation of additional funds in subsequent years, the City could then elect to extend the program with the current contractor for the same bid prices for up to three consecutive years.
