Gwinnett County Water Production Master Plan

Gwinnett County, GA

30-year capital improvements plan for two major drinking water facilities

Ardurra provides on-site engineering services for Gwinnett County Department of Water Resources (GCDWR), supporting operations at two major drinking water facilities: the 150 MGD Lanier Filter Plant (LFP) and 98 MGD Shoal Creek Filter Plant (SCFP). Since 2016, the team has delivered ongoing Water Production On-Call Projects providing process support, engineering design, and construction management while leading weekly staff meetings, coordinating production scheduling, and operations.

The LFP, constructed in 1977 with multiple expansions, and SCFP, built in 2004, feature advanced treatment processes including raw water ozonation for DBP precursors and taste/odor control. Ardurra recently completed a Water Production Facilities Master Plan that projects future demands and evaluates existing systems to ensure continued reliable service over a 30-year planning period.

Key Master Plan Components:

  • Developed a 30-year water production capital improvements plan addressing future demand requirements and distribution system needs

  • Evaluated aging LFP infrastructure with components up to 40 years old, requiring condition assessment and remaining service life analysis

  • Assessed process facility performance and capacity, recommending improvements to meet current and future regulatory requirements

  • Identified seasonal water quality challenges affecting GCDWR's performance goals despite meeting regulatory standards

  • Recommended building and process system improvements addressing aging infrastructure and operational efficiency needs

  • Developed master site plan enhancements improving traffic circulation, delivery access, site aesthetics, and perimeter security

  • Coordinated an integrated planning approach, avoiding duplication with ongoing design and construction efforts

The comprehensive Master Plan provides GCDWR with a strategic roadmap for maintaining high-quality drinking water production while addressing aging infrastructure and future capacity needs. Ongoing on-call services ensure continuous operational support and systematic facility improvements supporting reliable water service for Gwinnett County customers.
