Regional Director, South Florida Water
Franklin is the south Florida water regional director who came to Ardurra through a recent acquisition that specialized in water and wastewater projects. With over 36 years of experience, mostly focused in south Florida, he has become renowned in the fields of program and project management, planning, hydraulic modeling, preliminary engineering and feasibility reports, design, permitting, scheduling, cost estimating, bidding services, procurement, construction management and administration and construction inspections for pump stations, pipelines, implementation of trenchless technologies,), water/wastewater facilities and treatment plants, sanitary sewer system, water supply and distribution, wastewater collection & transmission, sanitary sewer evaluation survey (SSES) flow monitoring, Infiltration/Inflow (I/I) management, rainfall monitoring and I/I compliance, stormwater systems, transportation, environmental services, disaster recovery, resiliency and& infrastructure hardening, business process optimization, and value engineering.
Franklin holds a bachelor’s degree in civil engineering from the University of New Orleans, and a master's degree in business administration from Loyola University, New Orleans. Besides Florida, he is also a registered professional engineer in Puerto Rico and New York. He is a member of several professional organizations, including ASCE, WEF, FES, CAACE, AWWA, among others. During the last three years, Franklin has been a member of the American Cancer Society Making Strides Against Breast Cancer Campaign having served as the 2020/2021 Chairperson and member of the Board of Ambassadors from 2022 through 2023.
