WWTP Redundancy Project

Oceano, CA

The district's largest capital improvement project since 1986

Ardurra (formerly MKN) provided program management and served as Project Manager throughout construction for the South San Luis Obispo County Sanitation District's WWTP Redundancy Project in Oceano, CA. Engaging at the 90% design stage, Ardurra oversaw the District's largest capital improvement effort since 1986, which delivers full process redundancy, allowing major treatment units to be taken offline for maintenance without risking permit violations.

Key Highlights:

  • Provided design review, Coastal Commission permit support, and preparation of the USDA loan Preliminary Engineering Report

  • Managed environmental consultant procurement, construction-management team selection, and contractor prequalification

  • Led budget oversight, USDA communication, and Board reporting throughout the multi-year construction phase

  • Kept the project advancing through the COVID-era supply chain disruptions through close collaboration between the District, contractor, and consultants

  • Coordinated investigation and multi-party resolution efforts when groundwater uplift caused an unexpected failure of the new secondary clarifier floor

  • New facilities include two activated-sludge aeration basins, a secondary clarifier, upgraded pump stations, a blower building, flood-proofed electrical systems, and a new generator

Ardurra's program management kept a complex, multi-year project on track despite significant unforeseen challenges, resulting in modernized infrastructure that extends the plant's service life and provides reliable, compliant wastewater treatment for the communities it serves.
