Upgrading wastewater treatment to meet future nitrogen discharge limits

Ardurra completed the final design and Engineering Services During Construction (ESDC) for approximately $12 million in upgrades to the Cambria Community Services District Wastewater Treatment Plant. Beginning with a Basis of Design Report, the project was driven by future total nitrogen discharge limits and required a full process conversion within a continuously operating coastal facility.

Key Highlights:

  • Converted the existing activated sludge system to a Modified Ludzack-Ettinger (MLE) process, significantly improving nitrogen removal efficiency

  • Upgraded aeration basins with new mixers, diffusers, instrumentation, and scum handling systems

  • Constructed a new flow equalization basin and pump station, and installed a shared blower system

  • Upgraded the influent lift station with grit system modifications and installed a new RAS/WAS pump station

  • Developed construction sequencing strategies to maintain full plant operations, including bringing new flow equalization facilities online early to minimize transition impacts

The upgrades position the Cambria WWTP for long-term regulatory compliance, protect downstream coastal ecosystems, and extend the facility's useful life while maintaining uninterrupted service to the community throughout construction.
