River District Development


Cascade, Idaho

Ardurra prepared an Individual Section 404 permit for Cascade River LLC for impacts related to the River District Development on approximately 122 acres in Cascade, Idaho. The majority of the development is located within the 100-year floodplain of the North Fork Payette River with numerous low-lying areas containing wetlands throughout the property.

The project included preparation of an Aquatic Resources Delineation Report, Wetland Functional Assessment, 404(b)(1) Alternatives Analysis Report, Compensatory Mitigation Plan, and Section 404 Joint Application for Permits. Ardurra managed a subconsultant to complete Section 106 cultural resources survey. A Streambank Monitoring Plan and Temperature Monitoring Plan was also prepared to meet IDEQ 401 Water Quality Certification requirements.

The project involved extensive coordination with the U.S. Army Corps of Engineers (USACE), Environmental Protection Agency (EPA), Idaho Department of Environmental Quality (IDEQ), and Idaho State Historic Preservation Office (SHPO), and included a public notice and comment period.

Ardurra supervised the wetland mitigation construction in fall 2021 and is now assisting with ongoing wetland, streambank, and temperature monitoring requirements.
