Regional Operations Director, West
Crystal has more than 35 years of progressive experience in the design and management of a broad range of civil and transportation infrastructure projects. Formerly serving as President of Perteet, she oversaw and led more than 125 project managers, engineers, surveyors, construction managers, technicians, interns, and support staff. Crystal brings a unique blend of deep technical expertise and strong people skills, with extensive experience delivering projects for numerous public agencies throughout Washington State and the Puget Sound region. In her role as Regional Operations Director for the West Region, Crystal oversees day-to-day operations, drives growth and performance, supports successful project delivery, and fosters a strong employee- and client-focused culture.
Crystal is highly active in professional, community, and regional organizations. She is a founding board member and former President of the Greenroads Foundation; a former board member and President of the Washington State chapter of ACEC; and a former board member of the APWA Washington Chapter. She also serves as a Washington State Board member for Community and Technical Colleges, appointed by the Governor of Washington, and as a board trustee for Economic Alliance Snohomish County. Additionally, Crystal is a current advisory board member for Washington State University’s Everett Campus and a former advisory board member for WSU’s College of Environmental and Civil Engineering. Crystal regularly meets with governmental agency staff, business owners, and community leaders to support strategic planning and address public infrastructure issues impacting the region.
Crystal holds a bachelor’s degree in civil engineering from Washington State University and is a licensed Professional Engineer in the State of Washington. Her professional recognitions include being named one of APWA’s Top Ten Public Works National Leaders of the Year and receiving the ACEC Washington Engineer of the Year Award.
