SILVIA BELTRE, PE
Chief Project Development Engineer
Silvia Beltre, PE, leads the growth of Ardurra's Planning, National Environmental Policy Act (NEPA), and Environmental Services at the state and national levels. With more than 30 years of expertise, Silvia has helped shape the future of transportation infrastructure across Florida, overseeing high-impact projects such as the NEPA Study for the iconic Seven Mile Bridge in the Florida Keys, leading the extension of a major expressway in an environmentally sensitive area and a variety of multimodal studies aimed at improving mobility. Throughout her career, Silvia has been involved in supporting states explore and implement a number of strategic statewide initiatives such as the Surface Transportation Project Delivery Program (NEPA Assignment), Planning and Environmental Linkages (PEL), programmatic approaches and statewide training. In 2024, she further elevated Ardurra’s environmental capabilities by launching the Cultural Resource Management service line, extending the firm’s reach across the Southeast and the Caribbean.
Before joining Ardurra through its acquisition of Pevida Highway Designers, Silvia led the firm’s Planning, PD&E, and Environmental Practice. Prior to that, she held leadership roles at Stantec (C3TS), driving growth in transportation planning and project development across Florida.
Beyond her technical leadership, Silvia is passionate about mentoring the next generation of engineers. She actively engages in career fairs, university and high school presentations, and Shadow an Engineer Day, inspiring young minds to "Dream Big and Create a Better Future Together."
Silvia is involved in ACEC-FL/FES and holds dual Bachelor of Science degrees in Civil and Architectural Engineering from the University of Miami.
