Bulk Materials Terminal Dock 1 Repairs

We provided visual condition assessment and design of repairs for the PCCA Bulk Dock 1 Restoration and Crane Rail Replacement project. The engineering scope included assessment for the main dock and both east and west trestle superstructures and substructures. The scope also included structural analysis to determine the approximate capacity considering existing conditions, as well as post-repair analysis to determine dock and trestle capacity after all required repairs were completed in accordance with the ASCE Waterfront Facilities Inspection and Assessment Manual. A rating of good was determined and assigned to the substructure system and a rating of fair to the superstructure. During the assessment, Ardurra developed several repair types and estimated the total quantities of repairs that were used to develop the overall repair package for the project. The final segment of our scope included the replacement of the existing 60-plus-year-old gantry crane rail system in order to accommodate a new updated crane system for increased ship off-loading throughput capacity.

The objective of the project was to develop a final design package, including plans and specifications for the PCCA to accurately bid and select a contractor to implement repairs to the dock and trestle structures to improve the useful design life of the structure. In addition to the design of common and specialty concrete repairs, Ardurra developed technical specifications and provided an Opinion of Probable Construction Costs for PCCA budgetary approval. Our biggest challenge was that the design and implementation of a new Bulk Materials Dock 3 facility would take approximately 2 to 3 years to complete with an estimated cost of $40M. Increased throughput capacity was an immediate need and one of the Port's short-term requirements for the project. Development of short-term solutions to increase throughput capacity including strengthening modifications to Bulk Dock 1 and East and West trestles while maintaining the Port's operations was a significant challenge.

Ardurra worked with bulk terminal operations personnel, engineering staff, and the contractor to complete the repairs safely and effectively without significant impact to either construction or operations scheduled at the facility.
