SR 303L: Peoria Avenue To Mountain View Road

Surprise, AZ

$20 million savings through CMAR delivery combining construction documents.

Ardurra delivered final design and post-design services for a six-lane divided urban freeway featuring two diamond traffic interchanges with multi-span AASHTO girder bridges on drilled shafts. The design accounted for an ultimate (4+1) lane configuration while incorporating sophisticated construction phasing, maintaining traffic on the existing two-lane roadway concurrent with freeway construction activities.

The project achieved $20 million in cost savings through the CMAR delivery process, which combined two sets of construction documents to balance 585,000 cubic yards of earthwork haul across the six-mile corridor. Services included project management, roadway geometrics, PCCP pavement design, drilled shaft and bridge structural engineering, as well as hydrology, hydraulics, surveying, and utility coordination.

Key Design Services:

  • Designed a six-lane divided urban freeway with two diamond traffic interchanges featuring multi-span AASHTO girder bridges on drilled shaft foundations

  • Planned ultimate (4+1) lane configuration providing flexibility for future capacity expansion while optimizing initial construction investment

  • Achieved $20 million cost savings through CMAR delivery process, combining construction documents and balancing 585k CY earthwork haul

  • Developed a construction phasing plan, maintaining traffic on the existing two-lane roadway during concurrent freeway construction activities

  • Provided comprehensive engineering services, including roadway geometrics, PCCP pavement, structural design, hydrology, and hydraulics analysis

  • Coordinated right-of-way delineation with utility relocation planning and public involvement, ensuring stakeholder engagement

  • Delivered post-design services supporting construction phases and ensuring design intent implementation

The freeway delivery provides Surprise with enhanced transportation infrastructure that supports regional growth while demonstrating innovative cost management through strategic integration of construction documents. The earthwork approach and phased construction methodology enabled significant savings while maintaining operational continuity throughout the corridor.
